Microsoft is ending unlimited Xbox Cloud Gaming for Game Pass members. Starting in November 2026, every Game Pass tier that includes cloud streaming will come with a monthly cap on hours, and players who hit the limit will be asked to buy extra time from the Xbox Store.

The new limits by tier

Microsoft announced the change on September 3, 2026. The caps are:

Game Pass Essential: 5 hours of cloud gaming per month. Game Pass Premium: 10 hours per month. Game Pass Ultimate: 15 hours per month.

Once a subscriber reaches their allowance, they will be prompted to purchase additional cloud gaming hours from the Xbox Store. Microsoft has not yet published pricing for those extra hours and says details will come in November. Notably, cloud hours will also be available to buy without an active Game Pass subscription.

The limits apply only to streaming. Downloading and installing games locally on an Xbox console or PC remains unlimited under Game Pass as before.

Why Microsoft is doing it

Microsoft’s explanation is cost. The company said the cost of providing cloud gaming “grows as more people use it and play for longer”. It also estimates that only about 4 percent of subscribers will be directly affected, which suggests most Game Pass members stream rarely or not at all.

The timing is notable. The caps arrive in the same month as Grand Theft Auto VI, scheduled for November 19, 2026, a release likely to drive heavy console play and renewed interest in streaming big games on other devices.

What it costs per hour

Using US list prices, Essential costs $9.99 a month, Premium $14.99 and Ultimate $22.99. Measured only against the cloud allowance, that works out to roughly $2.00 per streamed hour on Essential, $1.50 on Premium and about $1.53 on Ultimate. In practice most subscribers pay for the full library and other perks, not just streaming, but for anyone who uses cloud play as their main way to game, the maths has clearly changed.

Microsoft has not detailed any regional differences in the caps. Cloud gaming availability and Game Pass pricing vary by market, so players in the Gulf and wider Middle East should check the Xbox website for their country before assuming the service or these limits apply in the same way.

Why it matters

For most players, very little will change. If you mainly download games to a console, you will not notice the cap. If you stream a few sessions a month on a phone or TV, 15 hours on Ultimate is likely enough.

The people who lose out are heavy streamers, including players without a console who rely on the cloud as their Xbox. Fifteen hours is roughly a single long game’s opening stretch. Those players should track their usage in October, compare the eventual price of extra hours against a console or PC upgrade, and decide which tier still makes sense. The broader message is clear: unlimited cloud gaming inside a subscription is ending, and paying by the hour is taking its place.
