We’ve spent over a decade wondering what happened to the fabled Grand Theft Auto 5 story expansion that Rockstar teased back in 2013. Now, thanks to a massive leak of game files and assets, we have a clearer picture of what could have been—including a surprising trip overseas.

A Secret Agent in France

Following a recent surge of leaked GTA 5 development files, fans have been digging through unfinished assets that Rockstar previously kept under wraps. Among the most interesting discoveries is evidence that the scrapped DLC, which was originally intended to feature Trevor Philips working as a secret agent for the government, would have taken players to Paris.

Files indicate an unfinished level featuring a luxury apartment balcony with a view of the Eiffel Tower. While the landmark appears to be a flat background image rather than part of an explorable 3D environment, it suggests a mission or cutscene was planned for a French setting. If this had shipped, it would have marked the first time a GTA title traveled outside the U.S. since the 1999 expansion GTA: London 1969.

Why We Never Played It

For years, fans have speculated why the expansion never saw the light of day. Former Rockstar Senior Camera Artist Joe Robino recently shared his perspective on the cancellation, noting that once GTA Online became a massive success, the studio prioritized the multiplayer mode over single-player content. Robino estimated the DLC was about halfway finished when the project was officially shelved, admitting he was frustrated by the decision at the time because he felt the content was “really good.”

Despite the intrigue, don’t hold your breath for a revival. Rockstar historically prioritized Red Dead Redemption 2 and the ongoing demands of GTA Online, and with GTA 6 on the horizon, the studio has clearly moved on. While some concepts from the cancelled DLC were reportedly salvaged and integrated into GTA Online updates—like The Doomsday Heist—this glimpse into a Parisian Trevor mission remains one of gaming’s biggest “what ifs.”
